Russian President Vladimir Putin can bomb cities in Ukraine with impunity because he knows the US is not going to put “boots on the ground” to stop him. Sanctions, yes. Troops, no. US President Joe Biden has said as much several times since the Russian invasion began on February 24. The world, including Iran, is watching.
